You could say it's more of a "re-balancing" as it's not entirely a new game, rather, a remake of the original red and blue. It did offer a lot more in game play incorporating features from the previous entries.
I'll be honest, I missed our on the Black and White series. Currently I'm playing Ruby on the 3ds, and I've gotta tell ya', if you want a great balanced pokemon game, this is it. I'm not too into the competitive scene when it comes to Pokemon, but as you were saying, the atmosphere, music, and environments in this re-make are stellar. It also has some great features as the DexNav (correct me if I'm wrong.) So I would say, the new Ruby and Sapphires are pretty tight.
