I need a pokemon that can surf in pokemon ruby. I have no fishing rod and can not get to the island to get on. please help.

Zigzagoon can Surf.
As can Pelipper, Wingull's evolution. So it's possible to get from place to place if, say, you're stuck without being able to Surf and the ferryman is at another city.
True Wingull is one of the most useful for surfing and flying means. Seeing as it is bale to learn both HM's it is a good Pokemon to have with you. It is also very common in the early routes of the game.
Pelliper can surf? What does it do, carry people in its mouths?
lol i guess so also mudkip can surf if you picked that for your starter
