He's from Knuckles Chaotix, I believe. I'm not entirely sure of his name, though I think it begins with a J.
Actually, his main game was Sonic Triple Trouble. He was one of the three villains, alongside Knuckles and Robotnik. He has two names... his American name [N _ _ K THE W _ _ S _ L], and his original Japanese name [F _ N _ THE S _ _ P _ R].
So, yeah... if no one gets it for a while after this, I'll just tell you guys who he is so you can move on.
