It's a posting format. Check your option menu in the User CP to change it.

The WYSIWYG Editor is the section in the "New Thread," "Post Reply," and most other form areas. If you notice, the box overflows causing scrolling on 800x600 resolution monitors. It's probably caused by a messed up or CSS tag in the coding somewhere. Hunting down the problem isn't near worth the trouble, so try to ignore it.
