completing national dex ( palkia/diaglia) question

hi

Wanna migrate my old team from saphire to Diamond but i need complete the national Dex first so just got a quick question about it.

I've seen 149 mons now only one left is Palkia who I'm aware can only be caught in Pearl version. but apart from trading some1 for him is there any way to get him in your dex. I heard some1 say you could just 'see' him in Celestic town. Is that true or can u only get his data in the dex by trading?

edit: And can anyone remember where the move deleter in Fire Red is? I'd probably have to sift through an entire walkthrough faq to find it :/

There's some old lady in Celestic that will show you an image of him.

Fire Red's move deleter is in Fushia City, I believe.
