It's one of the Green Lanterns, Kyle Rayner. Basically, the GL power rings let you give your imagination physical form. He's a comic book artist, into animu big time. Usually if he uses animu characters to attack, it's classic stuff from Dragon Ball or Gundam Wing, but I guess the writers of this comic are into Gurren Lagann.
... From The Search for Ray Palmer #1: Red Son, by the way. Kyle and a bunch of superheroes go back to the Red Son parallel universe (where Superman is a Communist dictator) to find The Atom.

There was that one episode of Cowboy Bebop, Pierre Le Fou, which was supposedly an homage to Batman: The Animated series. Not exactly a comic, but that's an eastern/western crossover.
