Pretty easy. Carry a car on to a high-ish building, and bring the homing launcher. Throw it, then pump it full of rockets.

Throw it into the water, as far out as you can. Same with the similar achievements. Should work pretty well.

I did try the way you guys suggested but I didn't get it. Tried twice. Will try again whenever I play that game again.
