HTML, also Webpage Development

So this morning I got tasked with designing a webpage for my school business department, based solely on the fact I have a programming qualification.

Basically, what are the best resources for creating webpages? I have no idea. HTML templates, programs, whatever. I'll take any of it, before they realize you can't code webpages in C++.

Web Pages are created mainly with (X)HTML and CSS. Do it in CSS and XHTML, and you're guaranteed to get an A. What exactly do you know on the HTML and/or CSS?

It's not an examination per-se. I've just been asked to make it. I think I'll get credited in someone, but it's essentially non-academic.
