Netman looks banned, but he's conspicuous absent from the banned members list, and has no infractions. I looked into this matter. When I attempt to ban netman, I still could. In short, netman isn't really banned. This is just a final April joke from Jesse.

The dead giveaway is that people can still rep netman. Usually a banned member does not have a rep button. Also, they cannot rep others.
