No, Klarth doesn't do anything and he's getting his posts deleted and banned. Just for the record, I'll be doing the same to whomever feels the need to abuse their powers as so.
Iris, you must miss him double and triple posting and trolling certain boards at random, but since I usually find those things pretty amusing, I don't really care or think he should be banned.
It's just a gimmick. He rants all the time, and in multiple posts, but if you want to consider that as trolling then a lot more bans will be handed out.
He'll do it in like 4 or 5 threads on the same board and make unrelated topics, plus generally insult other members who posted. I didn't know that wasn't called trolling. Anyway, it's usually pretty funny.

There have been times when I've laughed at something on VGC. Usually, though, it only occurs with certain members though. Generally speaking, VGC is not that funny. :(
