I don't really trust Mugen. When people make up previously unused characters like that, can't they just give them whatever moves they want? It's all either gimmicky and uneffective (like Naruto seemed to be) or way cheap to ensure victory (hard to tell, but looked like the case with Desu).

Naruto does almost the same thing, but in the Dub, just says "Believe it!" every now and then.

Some MUGEN characters get done right but ones like Sasuke for example are UBER broken. Naruto isn't even 1/3 of the cheapness he is.

Same difference. And the dub INCREASED the frequency since I don't actually recall it in any sub I've ever seen.
