How come I get this old looking stuff when I see the quick post box?

He means where there are buttons for bold, italic and underline. Stuff like that. I don't see that when I log on.
Okay, if you go to edit your options on the User CP, you'll be able to see the text editor functions at the very bottom of the list.
Panic is set to use this one:

If you don't like it, change it. I prefer the editor with the extra controls.
