No, it doesn't.
A public group on most vBulletin run websites is a secondary user group members can request to join. Members in that group can have special privileges. Basically it's a clan thing. We don't use them here though, so don't worry about it.

I always wondered what it was actually for, since we don't use them. I don't care if we have them or not, since I never felt like we needed them before.
