I don't think so. His collaborations with different rappers have all been good songs ("Smack That" with Eminem, "I Wanna Fuck You" with Snoop Dogg) but he also has good singles ("Mr. Lonely," "Belly Dancer")

I was just giving two examples of each. Listen to his last album. It has a lot of good songs. "Konvicted" his newest album is sure to have some good singles too, we just haven't heard any of them yet.
Akon is alright but he seems more like a hype man then anything.
I'm forgetting "Locked Up" was a really good single of his.
