So, my brother got a virus on my computer while he was down visiting. I have no doubt in my mind that he got in from porn. And I need some help.
When I start up my computer I get [URL="http://img.photobucket.com/albums/v639/killerjordo/crazy.jpg"]"this"[/URL] message. It's only up for about half of a second. So I had to screen shoot it. When I click the bubble it brings me [URL="http://img.photobucket.com/albums/v639/killerjordo/CrazyCrazy.jpg"]"here"[/URL]
That's what it looks like. I just re-opened it.

Apparently it's shutting down my AntiVirus so.
Have you tried using another antivirus?
Download either avast! or AVG Free.
They're far superior to Symantec.
Have you even attempted to re-install your copy of Symantec anti-virus or telling the Windows Security Center that you have a virus software you'll monitor yourself, and then changing it back again? These could be just glitches first. Otherwise, if you're truly that paranoid it's a virus shutting down your anti-virus software, go to Trend Micro's website and run Housecall, a free online virus scanner. It won't be as thorough and comprehensive as installed software, but it's better than taking a wild guess at which, out of the hundreds of viruses with this behaviour, is the one shutting it down.
