Yes...quite odd. I was under the impression that in terms of writing in the english language, that the number "2" was to be spelled out. This was supposed to hold true for all numbers between one and ten. Anything above that and you should use a numeral.
But, in my last year of honors english, they were swaying more towards spelling out any number that can be written in two words or less; that is, of course, unless you are referring to statistics or exact measurements and such.
