Should name changes be allowed with the limit of one name change a year? Also, should there be some kind of requirement before you can get a name change? Ex. 500 posts, or been here at least 6 months...

While I personally will probably have this name for the rest of eternity, some people aren't like that.
Things change, they don't like the things they once did. That Power Rangers name back from 1995 just isn't cool anymore.
In summary yes, but there should be something that forces them to have their old name be displayed for at least a month afterwards.
Maybe add 'The user formerly known as XX' to their title below their name.
...And possibly a minimum post count. 500 is a bit steep. I haven't even reached the 1000 mark and I've been here for ages.
