It seems like it would make more sense to have it in the intro board, where its more likely to be seen by the new members that needs its advice.:/
No one reads the rules anyways. But if you really wanted to make members notice it, you should put it near the top in a link, like with the super mods. It's easier to see from anywhere on the site that way.
or for when somone joins they automaticially get a PM of the rules.

It depends on which rules are being covered. I doubt anyone will ask for a blog in the Intro board.
Make a page with the rules in, and include a link to it in the intro PM, with a sentence that says 'you will need to familiarise yourself with these rules before posting'. Job done.
