I'm guessing this is some sort of terrible error. Apparently I'm able to moderate things that appear in new posts. I havent tried to see if it works cuz I dont want to get backlash for zOMG HAXING TEH BAORDS, but the thing is there. Its not there on any other boards that I know of, but I felt that I should let someone know.
Try selecting one of the boxes by the posts.

It's probably something no one's bothered to clean up.

Even since those were installed, it's always been there. You just can't do anything with it.
I think you have to be a mod of the board the thread is on to do anything. Make a test thread and try to delete it.
Like I said, I cant click on any of the boxes. I just never noticed it before, so I was confused as to why it was there.
